To make matters even more interesting, records revealed it was former Reno police chief Scott Elsner who set the ball in motion, contacting Reno Officer Abraham who told him Keith Morlock, who owns property in Reno, wanted to file a report. Reports containing the same keywords were filed within days of one another by Edward Payne, who was subsequently elected to the Reno City Council; Jennifer Vogle, a Reno city council member who was since elevated to the position of Mayor Pro Tem; and Moses Druxman, the former fire chief at the Briar-Reno Fire Department.
